How MOE Payments Work: ECE Funding Schedule Explained

The three funding periods
Each year is split into three four-monthly funding periods: March–June, July–October, and November–February. Each closes with an RS7 return where you reconcile attendance against the funding you've received.
Monthly progress payments
Between bulk funding payments, MOE pays a monthly progress payment based on your prior funding period's attendance. These help smooth income but rarely cover an entire month's wages on their own.
How RS7 reconciliation affects you
RS7 reconciles actual attendance against what was funded. If attendance was higher than forecast, you receive a top-up; if lower, the Ministry claws back. Either way, the cash hits or leaves your account on the Ministry's schedule, not yours.
